In general, Goatfish is your basic L.O.S.R. scientist, just wanting to conquer the world just for the heck of it. The only thing that really makes him stand out is how much he really hates it when people make fun of his last name (since, you know, it's two completely unrelated animal names put together).

Goatfish was one of many scientists that signed up to Heinz Doofensmirtz's L.O.S.R. organization, where he would be part of several of the group's events, such as the Inator Creator competition and the L.O.V.E.M.U.F.F.I.N.'s Pageant of Evil to elect their new leader. He was also among the crew present when Doofenshmirtz's ploy to move the Earth away from the sun, and was among the group of scientists that were arrested and taken into O.W.C.A. custody.
